-CONSTITUTION-
WHEREAS
the Group 13 Cadet Advisory Council (GP 13/CAC) is intended to provide
an organization where cadets gain leadership experience at the group
level, and
WHEREAS
the Group 13 Cadet Advisory Council is intended to aid the Group
Commander and the Group Cadet Programs Officer in monitoring and
implementing the Cadet Program; and
WHEREAS
the Group 13 Cadet Advisory Council shall make recommendations for
improving and running the Cadet Program, and
WHEREAS
the Group 13 Cadet Advisory Council recognizes the primary mission of
Group 13 as, “ To recruit, organize, and train
a group of Composite, Senior, and Cadet Squadrons to be ready, willing
and able to respond at any time to execute any type of sustained air and
ground emergency services operation given to us by CAP National
Headquarters, The United States Air Force, the Department of Homeland
Security, or any other Federal, State, or Local governmental agency.”
NOW THEREFORE
BE IT RESOLVED that we, the charter members of
the Group 13 Cadet Advisory Council, Civil Air Patrol, hereby adopt this
document as the Constitution of the Group 13 Cadet Advisory Council.
ARTICLE I – GENERAL
Group Commander
in accordance with CAPR 52-16, Chapter 3.
ARTICLE II – TERM
1. The GP13/CAC term
begins 1 April and lasts through 31 March of the following
year.
ARTICLE III – OBJECTIVES AND PURPOSES
Group 13 Cadet
Programs Officer.
2. To provide an
alternative form of communication for cadets within Group 13.
3. To ensure that
suggestions for improving the cadet program are heard.
ARTICLE IV – POWERS
1. The CAC can make
recommendations but has no authority to implement them.
ARTICLE V – MEMBERSHIP
1. Any cadet in
Group 13 is eligible to be a member of the GP13/CAC.
ARTICLE VI – MEETING SCHEDULE
shall be conducted in tandem with the Group
13 Commanders Call.
2. Special meetings
may be called by the Group 13 Commander, Cadet Programs Officer, or the
GP13/CAC chairman.
ARTICLE VII – VOTING PRIVILEGES
representative
must attend a minimum of 67% (“two out of the last three”) regularly
scheduled
meetings to exercise voting privileges. This is intended to be a
stop-gap
measure to
insure the council is not prohibited from continuing its business.
2. When less than
67% attendance is recorded, a member’s voting privileges are to be:
a.
delegated to his/her unit’s
assistant representative, provided that the assistant
representative’s attendance is in
compliance, or
b.
suspended by the chair until
attendance improves.
